Background

Explanation: Statement (1) tells you what percent of the women in the group have red hair, but unless 100% of the people in the group are women (which we don't know), that's not sufficient. Statement (2) does the same for men, which has the same problem--also insufficient.

Taken together, the statements are still insufficient: to answer the question with this information, we'd need to know what percent of the group was male or female. Choice (E) is correct.
