Explanation: To find the tenths digit of a number, you don't need the exact number, but you do need a limited range of possible numbers. Statement (1) is insufficient: if the number is less than 0.33, the tenths digit could be 0, 1, 2, or 3. Statement (2) is also insufficient: if the number is greater than 0.25, the tenths digit could be 2 or any digit greater than 2.

Taken together, the statements are still insufficient: if the number is between 0.25 and 0.33, the tenths digit could be 2 or 3, so choice (E) is correct.
